Oxfam is unable to guarantee the obtaining of a work permit for the role. Candidates must have and be able to retain the legal right to work in Laos. We are not able to support the relocation of a candidate to take up the position in an Oxfam location

The CLV Cluster is comprised of three countries i.e. Cambodia, Laos and Vietnam. Our Vision for the CLV Cluster is: A CLV Cluster that increases our impact on the ground, strengthens our ability to influence policy changes at country and regional levels, raises income and saves costs.

 

All programs and projects in the CLV Cluster are implemented effectively in contribution to the CLV’s goal and objectives. Those projects, located in one of the three countries Cambodia, Laos and Vietnam are collaborating with each other to achieve the common goal and objectives.

 

The Role

 

Oxfam Novib is looking for a qualified candidate who will be taking The Program Finance Officer (PFO). Program Finance Officer (PFO) will work in full collaboration with and under the direct line management of a Program Manager, matrix line management of the CLV Cluster Finance and Grant manager,  collaborate with cross-functional teams, partners  and other relevant key stakeholders to provide financial monitoring and grant management support to  specific programs/projects assigned to them. The position will work closely and receive direct technical advice, support, and supervision from the CLV Cluster Finance and Grant Manager to ensure that their programs/projects are implemented effectively, and their partners are in compliance with standard quality of accounting and financial management standard requirements of Oxfam, donors, laws and regulations of the country they work

 

Key Responsibilities:

  • Analyze the financial aspects of funding application and and draw up the budget project proposals on the basis of the intended project activities. When the project is approved; develop and support necessary system improvements, prepare the financial management reports in line with standards of Oxfam and/or the donor (s),  submit them to relevants managers for their approval. Ensure internal control system including financial management system, policies and procedures, other relevant policies are fully complied in the assigned program/project and relevant partners. Work with matrix management to ensure coherence and compliance across Oxfam and major donors’ requirements
  • Develop a financial management framework for the implementation of the grants, analyze financial aspects including financial reports, budgets monitoring, grant management, partnership monitoring, control mechanisms and financial audits to ensure proper accountability and transparency incorporating all local partners.
  • Together with Program Managers/ Program Officers, assess organization structure and management system of partners as well as their risks, actively propose appropriate monitoring and /or capacity building plan and communicate, work closely with partners.
  • Responsible for coordinating, processing, validating, and releasing grants to partners. Monitor partners' financial management systems, as well as the implementation of project activities and outcomes, review and advise partner’s financial report, supporting documents to ensure their sound financial management capacity with systems in place that meet generally accepted financial practices compliant with national laws, donor’s rule and regulations.
  • Contribute to the further development of the capacity building of program staff in financial matters and provide effective training to partners and other stakeholder as required in relation to finance issues/activities, in close collaboration with the Program Manager.
  • Conduct regular monitoring visits to partners to check financial, compliance check and audit reports and the status of their project activities and provide written reports to managers
  • Providing feedback, corrective measures to partners, and/or conduct an investigation as required to ensure the financial transparency and accountability to donors, Oxfam and all stakeholders.
  • Advise on, train, and enforce compliance to mandatory procedures and Oxfam systems (ADOBE, PASTEL etc.).
  • Ensure consolidation of reports from partners and preparation of timely high-quality donor reports with supports from Program Managers.
  • Other appropriate and related tasks to the role of Program Finance Officer as required

 

   Who we’re looking for

 

  • A minimum of five years of experience using multiple project financial management systems, with a proven track record of management, preferably with international organisations.
  • A degree in Finance, Accounting and/or Business Administration, or equivalent combination of education, training and experience.;
  • Good knowledge of accountancy software and excellent computer skills.
  • Excellent interpersonal skills and a good team player able to work in multi-cultural environments.
  • Understanding of gender and diversity issues and commitment to promoting gender and diversity equity.
  • Flexible and able to work independently and under pressure.
  • Experience with specific donor’s requirement
