PURPOSE OF THIS CONTRACT
The Mekong Inclusive Water Governance and Climate Resilience Programme (IP3) requires a secure, interactive MEAL database system to consolidate monitoring, evaluation, accountability, and learning (MEAL) data across five Mekong countries, including Cambodia, Laos PDR, Thailand, Vietnam, and Myanmar. Following the finalisation of the project MEAL framework, the proposed data collection tools and the collected data/evidence will be consolidated into a digital dashboard that will improve real-time monitoring, adaptive management, and evidence-based policy influencing.
The system will be developed by integrating with Office 365 to minimise training needs and ensure adoption, as Oxfam is already in use of Office 365. This platform will serve multiple stakeholders, including project staff, partners, donors, and the public through dashboards, reports, and knowledge products.
PROJECT BACKGROUND AND CONTEXT
The Monitoring, Evaluation, Accountability and Learning (MEAL) Framework for the Mekong Inclusive Water Governance and Climate Resilience Programme (IP3) plans to establish a comprehensive, inclusive, and adaptive system for generating, analysing, and using evidence to guide decision-making, demonstrate results, and strengthen accountability and learning across the Mekong, especially across five countries: Cambodia, Lao PDR, Myanmar, Thailand, and Vietnam. Jointly supported by the Australian Department of Foreign Affairs and Trade (DFAT) through the Mekong Australia Partnership (MAP 2.0) and the Swiss Agency for Development and Cooperation (SDC) under the Mekong Regional Cooperation Programme (MRCP), the framework serves as a shared foundation for evidence-based planning, learning, and adaptive management among Oxfam, its partners, and the communities it supports.
The MEAL Framework embodies IP3’s commitment to deliver three pillars: 1) GEDSI and Feminist Influencing, 2) Inclusive Water Resources Governance, and 3) Climate Resilient Communities. IP3 has three outcomes:
EoPo 1: Targeted women leaders and representatives of marginalised groups supported by the Project engage with and influence water governance and disaster/climate change policy related events, platforms, and processes at local, national, and regional levels.
EoPo 2: Targeted government and intergovernmental organizations and non-state actors planning and decision-making processes in water governance and climate resilience include diverse groups and have policies/plans that reflect the perspectives of diverse actors supported by the Project.
EoPo 3: Targeted riverine communities undertake inclusive analysis of local riverine water security including vulnerability to disaster risk and climate change and implement follow up adaptation plans.
OBJECTIVES
- Develop a digital MEAL database and dashboard that captures the project performance, stories, and visualises the indicators' progress.
- Strengthen knowledge management by linking quantitative indicators with qualitative case studies, stories of change, and the project reach.
- Ensure data quality, disaggregation, and deduplication
- Provide role-based access for project team, partners, and donors.
- Enable automated reporting that meets Oxfam and donors reporting standards.
SCOPE OF WORK
KOBO/Google forms and Power BI Dashboard
- Configure KOBO Toolbox/Google form for digital data collection on both mobile and web forms. Those forms include event tracking, participant profiles, stories, structure surveys, and indicator tracking.
- Develop interactive dashboards in Power BI for visualisation and analysis.
- Establish automated data pipelines from KOBO/Google form to Microsoft 365 (Excel/SharePoint).
- Train staff on KOBO/Google form design, data management, and Power BI dashboard usage.
Key Deliverables
- Customized KOBO Toolbox/Google forms for data entry.
- Automated integration between KOBO Toolbox/Google form and Microsoft 365.
- Power BI dashboards with interactive charts, maps, and filters.
- Documentation of data flow and refresh processes.
- Training sessions and user guides for KOBO/Google forms and Power BI.

CONSULTANCY PROFILE REQUIREMENTS
The consultant(s) should demonstrate proven expertise in real-time Monitoring, Evaluation, and Learning (MEL) system design and implementation. The team should demonstrate strong capabilities in digital data management, integration, data visualisation, and some understanding of civil society organisation (CSO)/network strengthening, and policy advocacy in the context of natural resource governance and energy planning in the Mekong region.
The team should collectively be able to demonstrate:
- Proven experience in digital data systems development (Kobo Toolbox, Power BI, Microsoft 365 integration).
- Strong understanding of MEAL frameworks and indicator-based reporting.
- Expertise in data visualisation and dashboard design.
- Familiarity with data security and compliant practices.
- Ability to train diverse teams and produce clear documentation.
Desirable: Experience in Mekong region projects and multilingual capability (Khmer, Lao, Thai, Vietnam, and Myanmar).
