1.      PURPOSE OF THIS CONSULTANCY

The consultancy aims to:

  • Design technology-based solutions that strengthen climate resilience and adaptive capacity of riverine communities.
  • Develop models of private-community partnership that foster sustainable practices and inclusive engagement.
  • Identify scalable innovations in water resource management, disaster risk reduction, and livelihood resilience.
  • Facilitate knowledge transfer between communities, private sector actors, and local institutions.
  • Provide actionable recommendations for integrating technology and partnerships into IP3’s broader framework.

2.       BACKGROUND AND CONTEXT

The Inclusive Water Governance and Climate Resilience Phase 3 (IP3) project is a four-year initiative (April 2025 – March 2029) that contributes to resilient, inclusive, and sustainable development of the Mekong basin in Cambodia. The project enhances water resource governance and strengthens community resilience to climate and human-induced changes in access to riverine natural resources.

Pillar 3 of IP3, Climate Resilient Communities, focuses on integrated community water resource management, disaster and climate risk management, and climate change adaptation for resilient livelihoods. Within this pillar, Oxfam collaborates with partners, riverine communities, especially marginalized groups—and private sector actors to introduce sustainable practices, market-based approaches, and appropriate technology-based solutions for livelihood resilience.

To complement these efforts, Oxfam seeks a consultant or company to design technology-based solutions that support community-based adaptation initiatives and to introduce and jointly implement private-community partnerships showcasing sustainable practices and resilient communities.

3.      Scope of Work

The consultant will:

  • Conduct a needs assessment with communities and private sector stakeholders.
  • Map existing technological solutions relevant to climate resilience and water governance.
  • Design pilot interventions that integrate technology with community adaptation practices.
  • Develop a framework for private-community partnership, including roles, responsibilities, and incentives.
  • Facilitate consultations and workshops with stakeholders to validate proposed solutions.
  • Produce a final report with recommendations, implementation roadmap, and sustainability plan.

4.      DELIVERABLES

The consultant is expected to provide:

  • Inception Report detailing methodology, work plan, and stakeholder engagement strategy.
  • Needs Assessment Report summarizing community vulnerabilities, private sector interests, and opportunities for collaboration.
  • Technology Solution Design Package including installment, prototypes, feasibility analysis, and adaptation pathways.
  • Private-Community Partnership Framework with clear guidelines for engagement and sustainability.
  • Capacity Building Materials (training modules, toolkits, manuals) for communities and private sector actors.
  • Final Report consolidating findings, recommendations, and implementation roadmap.

6.      PROFILE REQUIREMENTS

The consultant (s) should demonstrate:

Essential criteria

  • Post-graduate degree in Agriculture, Rural Development or Environmental Engineering or related fields. Proven practical experiences and expertise could be compensated.
  • Advanced expertise in climate resilience, water governance, and community-based adaptation.
  • Proven experience in designing and implementing technology-based solutions in rural or riverine contexts.
  • Strong track record of facilitating partnerships between private sector and communities.
  • Knowledge of Southeast Asia, particularly Mekong basin socio-economic and ecological dynamics.
  • Excellent facilitation skills for multi-stakeholder processes, including marginalized groups.
  • Capacity to deliver high-quality reports, frameworks, and training materials in English and Khmer.
