 I.          PURPOSE OF THE CONSULTANCY:

The purpose of this consultancy is to manage the end-to-end execution of co-created SBA events—including coordination, logistics, and reporting—and to facilitate all arrangements for CSLEP project fieldwork and assessment studies during the final quarter of 2025.

Under SBA, during this period, two key events will take place:

  1. Cambodia Inclusive and Responsible Business Forum x Waste Summit Cambodia 2025, scheduled for 24 – 25 October 2025 in Siem Reap
  2. SBA year-end event, to be held in early December 2025 in Phnom Penh.

Under CSLEP project, there will be:

  1. Baseline assessment studies – in October 2025
  2. Other coordination and support with relevant stakeholders

II.          BACKGROUND AND CONTEXT:

Oxfam, through its Inclusive Green Economy (IGE) Program, works to strengthen Cambodia’s SMEs and a wider ecosystem of support actors, creating an enabling environment for them to contribute to inclusive and sustainable country’s economy. This objective is advanced through the establishment of the Sustainable Business Alliance (SBA), inspired by Oxfam and the Konrad-Adenauer-Stiftung (KAS), serving as a platform to foster collaboration and dialogue among diverse stakeholders in promoting sustainable business practices in Cambodia.

At its core, the SBA committed to advancing responsible and inclusive business models, strengthening partnerships, and equipping Cambodia’s enterprises to meet modern challenges while contributing to a resilient, inclusive, and sustainable economy. Its mission is closely aligned with both the ASEAN Inclusive Business (IB) Framework and the Royal Government of Cambodia’s commitment to advancing IB efforts and sustainable development. Throughout the year, the SBA convenes SMEs, inclusive businesses, NGOs, and other entrepreneurs support organizations (ESOs) through meetings, forums, and knowledge-sharing events. These activities allow members to exchange best practices, showcase sustainability initiatives, and build meaningful connections that amplify impact.

The IGE program also contributes to sustainable development through the Cambodia Sustainable Landscape and Ecotourism Project (CSLEP). Led by the Ministry of Environment with Oxfam's support, CSLEP aims to harmonize biodiversity conservation with the enhancement of local livelihoods. The project’s principal strategy is to empower Community-Based Ecotourism (CBET) enterprises. By building the capacity of these community-led initiatives, CSLEP unlocks their potential to generate inclusive economic growth in rural Cambodia while acting as stewards for the nation's precious natural and cultural assets.

III.          SCOPE OF WORK:

The consultant will work closely with I-SME Project Manager and IGE Project Officer and support for the end-to-end coordination and delivery of the two SBA events, with duties encompassing the following key areas:

  • Pre-Event Planning and Coordination: Lead event preparations, including disseminating invitations, liaising with participating SMEs and stakeholders on logistics (e.g. booths, panels), developing final event documents such as the run-sheet and moderator's brief, and coordinating press release and media engagement.
  • On-Site Event Execution and Moderation: Manage on-the-ground implementation to ensure smooth delivery, moderate and/or facilitate sessions during the two-day summit and serve as the focal point for participants to address any on-site issues, facilitate stakeholder engagement, and take minutes or notes to support post-event reporting and analysis.
  • Post-Event Reporting and Analysis: Prepare a comprehensive narrative report capturing key discussions, outcomes and learnings, develop an impact-focused presentation, finalize all procurement documentation, and produce a lessons-learned document with recommendations for future events,

And any coordination fall under CSLEP project during this final quarter of the year.
