Team purpose: Voices for Change program focuses on the good governance of fair and accountable fiscal policies, universal social protection policies and better essential services. In addition, it seeks to promote fair workplace settings, decent work and wage opportunities for informal economy workers in particular. It supports women, youth and groups that have been left behind with claiming their rights to organize themselves in networks and coalitions, participate in public debates and discussions, and advocate for equal justice.
Job purpose: Oxfam in Cambodia is looking for a dynamic person with concrete knowledge/ background with high ambition to support and work with the Oxfam team to successfully implement the Strengthening Civic Engagement and Oversight in Public Financial Management (SCOPE-PFM). SCOPE-PFM aims to strengthen good governance and democracy by enhancing transparency, democratic accountability, inclusive public participation, and oversight in public financial management through collective advocacy by civil society organizations and the active engagement of citizens. The project will work very closely with relevant ministries, including sub-national authorities and various CSOs, and networking, especially the Budget Working Group, local CSOs, and NGO’s, with a community outreach
Key Responsibilities:
Technical, Leadership, People, and Resource Management
- Contribute to the annual planning and budgeting of the programme.
- Support partners in program/project development and implementation through technical advice on participatory community engagement, develop and maintain relationships with local partners and authorities.
- Coordinate the appraisal, monitoring, and evaluation of the project, ensure quality in line with the operational plan and project strategies, and provide feedback to partners based on observations from the field visits and dialogue with beneficiaries.
- Coordinate with the project partners, networks, and target groups for the effective project implementation
- Organise and implement the activities and events under the projects
- Support CSOs' networking and alliance building relevant to the project
- Contribute to and support the V4C program in program design and implementation
- Contribute to and support the Program Coordinator in preparing reports for donors and related parties under contractual timeframes, regulations, and guidelines.
- Prepare periodic project progress/reflection with partners, and support the partners to plan the yearly action plan effectively
- Track the information and data relevant to the target groups, project achievements, and lessons learnt.
- Conduct regular field visits to monitor and evaluate the project activities implemented by consortium members and partners.
- Provide support to the Program Coordinator to liaise and communicate with the consortium members and partners about the project implementation to ensure the project management compliance
- Provide administrative support to the project, including logistical arrangements for the events and donor visits, and support to the project team on project implementation and management.
- Work with the Program Financial Officer to monitor expenditures against work plans per the results-based Management principle.
- Monitor the project budget and disbursements to partners.
- Work with the V4C program team, policy advisor, and communication team for outreach activities and project feasibility, both offline and online
Job Requirements
Essential and desirable:
- Bachelor’s degree in a related field in development studies, public policy, or equivalent work experience, with a minimum of 3 years relevant experience working in the development sector
- Concrete working experience in successfully managing and implementing projects with multiple stakeholders
- Concrete knowledge and experience in public financial management, social protection, labour rights, research, and advocacy.
- Self-motivated and able to work with minimal support
- Good team player with good inter-personal skills and able to work collaboratively with a wide range of stakeholders
- Ability to liaise effectively with partners and stakeholders
- Good written & spoken English and communication skills
- Able and willing to travel
- Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of program work
- Commitment to Oxfam’s vision and mandate
