JOB PURPOSE:

As part of Oxfam’s Gaza response, implement market-based and cash activities, including MPCA in emergencies and Cash for Protection. Facilitate market assessments, price monitoring, and analysis of market functionality to ensure effective and efficient cash interventions. Strengthen market-based approaches in cash programming to enhance response strategies and decision-making. Provide technical support to Oxfam partners in implementing market-based and cash activities.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Cash and market-based Program Implementation (60%)

  • Regularly track the project's budget, work plan, and MEAL plans,
  • Ensure appropriate coordination, complementarity, and harmonization of the MBP and Cash projects within the sector program.
  • Regular Technical and financial follow-ups with the program team and partners
  • Follow up on the partners' activities implementation, reporting, and expense management progress. 
  • Oversee Oxfam's direct implementation of cash programming, mainly multi-purpose cash, CFW, and Cash for Protection, with financial service providers and beneficiaries. This includes when appropriate initiatives are taken to support the market capacity in delivering to beneficiaries.
  • In coordination with MEAL and other key sectors, facilitate market assessments and the analysis of its functionality and accessibility to guide cash programming effective decisions.
  • Supervise market price monitoring to effectively track inflation and price fluctuations, thereby ensuring cash assistance's continued efficacy and appropriateness.
  • Support coordination with MoSD, CWG, and other key actors.
  • Supervise and collaborate with partners to ensure the implementation of quality practices in general. 
  • Ensure the feedback mechanism is in place, known, and access to it by all program participants is granted, and regularly improve and assess its relevance and appropriateness in coordination with the MEAL team.
  • Guide and support the Cash program participants' targeting process, ensuring a fair and appropriate application of Eligibility criteria and reducing exclusion errors as much as possible.
  • Prepare ad-hoc and regular reports on progress regarding implementing cash transfers and related market-based activities.
  • In liaison with the Senior Cash Programming Officer, the support officer will represent Oxfam to the Cash Working Group and other NGOs, INGOs, and local authorities where relevant.
  • Liaise with Oxfam program support functions (Finance, Logistics, HR) regarding support to project partners in tracking spending as per plan and preparation of partner budget.
  • Ensure that Safe Programming and Do No Harm principles are applied, that Communities are Engaged in planning, implementing, and monitoring Programs, and that Accountability measures are in place, including PSEA.

 

Partnership Management and MEAL (30%)

  • In collaboration with the Oxfam MEAL team, partners team, and the Senior Cash Programming Officer, conduct project review workshops and learning events.
  • Working closely with the Partner's designated staff and MEAL teams to ensure analysis of vulnerability assessment, post-distribution monitoring, and end-line survey is carried out according to agreements plans and in harmony with Cash Working Group (CWG)
  • Make recommendations to improve the qualitative performance of the partner team and monitor the implementation of these recommendations by partners.
  • Support in developing the partner's capacity in Cash Programming.

 

External Coordination and Donor Relations (10%)

  • Support the line manager in maintaining contacts and relations with key players, including CWG and other agencies, donors, local authorities, and NGOs/CBOs.
  • Support identification of new priority areas and activities.
  • Organize and participate in internal and external coordination meetings related to the role, as requested.

In addition:

  • Bachelor’s degree in business administration, Economy, Social Sciences, or any other related field
  • At least 4 years of practical experience in cash programming, including 2 years of working experience with an INGO, preferably in humanitarian responses.
  • Demonstrated proven experience in project management, monitoring, and evaluation working in international and local NGOs in cash programming
  • Previous experience in oversight of medium to large-scale cash distribution, including familiarity with different types of reporting.
  • Strong understanding of Cash modalities, including digital payments.
  • Ability to manage complex workloads and meet deadlines
  • Cash and Voucher Assistance Training for programme staff (Basic CaLP training in Cash and Voucher Assistance)
  • Excellent interpersonal and team skills, with good self-awareness and the ability to relate to people from all backgrounds.
  • Have a good understanding on vulnerability and conducting vulnerability assessments.
  • Excellent command over written and spoken English and Arabic.
  • Have basic knowledge in MEAL and how feedback mechanisms work.
  • Experience working closely with local partner organizations and stakeholders throughout a programme cycle.
  • Ability to draft good quality short reports in English and Arabic
  • Ability to use MS Applications fluently – particularly Excel and Word.
