JOB PURPOSE: To work with the WASH program team as Public Health Promotion field officer toward making a meaningful impact on the health and well-being of Palestinian communities facing crisis, poverty and injustice. The potential candidate will work on following up and monitoring public health promotion field activities and ensure that proper community mobilization in place and projects objectives are met. Moreover, to participate in field assessments as required and contribute to emergency and urgent water, sanitation and hygiene activities.

KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)

Project technical Implementation (60% of the time)

  • Supervise and follow up PHP activities under WASH program, ensuring adherence to activity plans and health topic priorities.
  • Support WASH partners in designing and implementing the Hygiene Promotion campaign, including messages, target audiences, tools and channels.
  • Conduct data collection related to public health assessments at community level, including target groups, objectives, methods, and goals to reduce the public health risks on specific practices among the population.
  • Conduct periodic field monitoring visits and field visit reports for PHP activities.
  • Participate in designing creative and interactive IEC materials along with Oxfam PHP Officer.
  • Contribute to designing Community-led initiatives at community level.
  • Supervise and follow up Community based volunteers (CBVs) work at community level.
  • Supervise water quality testing campaign and water safety plans conducted by WASH partners.
  • To ensure that all work is carried out in a way that is sensitive to community needs, gender and protection.
  • Participate in implementing IPC roll out plan for new emergency outbreaks and pandemics.
  • Support participatory approach and regular community consultations before, and during implementation of PHP activities.
  • Conduct periodic weekly meetings with partners to discuss the PHP activities’ progress, challenges and needed actions.
  • Plan and supervise all NFIs distributions and ensure development of distribution plans, BNFs lists and distribution points.
  • Responsible for the planning and organization of PHP activities, sessions and meetings at community level.
  • Contribute to developing weekly and monthly plans for the public health projects.
  • Participate in assessments of existing water, sanitation and hygiene facilities in the Gaza strip
  • Support the WASH program to supervise the implementation of monitoring and evaluation practices in line with the Common Approach to Monitoring and Social Accountability (CAMSA) for all WASH projects.

Field data collection, monitoring and reporting (30%)

  • Develop detailed weekly and monthly reports for all PHP activities for the PHP Officer.
  • Participate in conducting MEAL activities under WASH program with Oxfam MEAL team.
  • Participate in developing data collection and community engagement tools along with the PHP Officer.
  • Data entry for all PHP activities on PH tracking sheets on daily basis and ensure all updates on needed information.
  • Working closely with the targeted communities and community leaders to ensure implementation of PHP activities in a very effective manner.
  • Develop and design lessons learnt and success stories, from the targeted communities.
  • Conduct data collection related to public health and protection indicators at different settings including household and community level and institutional level.
  • Support the WASH Engineering field team in preparing and supporting monitoring and evaluation visits by management and donors and disseminating related lessons learned.

Commitments to WASH Team and Internal Communication (10%)

  • Active participation of WASH program weekly team meetings
  • Contribute to Oxfam organizational activities and events as per request
  • Contribute to the needs assessment and WASH team capacity building events and activities.
  • Support the WASH team in the implementation of WASH and PH interventions.
  • Participate and contribute to Oxfam Gaza and joint team meetings
  • Communicate with Oxfam wider team in particular internal Saving Lives Working Groups in the areas of joint or similar interventions
  • Participate in Grant Opening and Closing Meetings with Partners for all agreements. To ensure Oxfam partners are managing projects and grants according to agreements and Oxfam Novib Procedures.

In addition:

  • Graduate from a recognised university with relevant bachelor’s in social sciences, behavioural sciences, public health, community health, nursing.
  • At least 2 years’ experience of work in community mobilization, hygiene promotion in emergency or development context projects preferably in the field of water, sanitation and hygiene.
  • Good knowledge in public health promotion and environmental impacts
  • Experience in training-education and socio-cultural assessment.
  • Able to collect, enter and analyse data against project indicators. 
  • Excellent communication and interpersonal skills.
  • Proven knowledge of computerised systems; high degree of computer literacy and word processing
  • Potential and flexibility of attitude to learn.
  • Advanced reporting skills Anticipates problems and regularly provides solutions.
  • Successfully manages conflicting priorities.

Desirable

  • Very good command over written and spoken English and Arabic
  • Good skills in using MS Office and data analysis tools
  • Commitment to the beliefs, aims and objectives of Oxfam
  • Demonstrated experience of integrating gender and protection into programming.
  • Knowledge of PSEAH and environmental protection measures for the public health promotion actions.
