Description of the Department


The Finance and Operations Department has the core responsibility to deliver on enabling operational services that help the organization achieve its impact goals and ensure that it fulfills its external regulatory requirements. The department consists of four functional units (ICT and Facilities; Integrity; HR, People and Culture; Corporate Finance, Quality and Control), two expertise units (Compliance and Risk Support Unit (CORE) and Project Management Support (ProMt)) and an Executing Affiliate (EA) unit (EA Global Business Support) where business support to our EA country offices are clustered.

 

Job Summary

 

As part of its Internal control framework, Oxfam Novib has developed an internal audit approach and has set up an internal audit team that performs internal audits, controls Self Assessments (CSA) and supports Oxfam Novib project teams in conducting external (project) audits. The internal audits relate to internal audits of Units and Country Offices, including a number of partner organizations. The team also performs mid-term audits of projects and does quality checks on externally audited projects. 

 

Key Tasks

 

  • Audit Oxfam Novib’s programs in The Hague office as well global and multi-country projects with partners related to different intervention strategies (such as public engagement) and in different priority themes (Food, Land and Water; Gender and Youth; Governance and Financial Flows; Conflict and Fragility) against international (accounting) standards, contractual obligations, donor requirements and Oxfam Novib’s policies, procedures and standards.
  • Audit Oxfam Novib’s country offices operations, programs and projects in Asia, Africa and the MENA region.
  • Audit the operations in Oxfam Novib’s The Hague office units and partner organizations.
  • Examine and test check various documents, records and transactions; discuss audit observations with management.
  • Support Oxfam Novib’s and partner organizations’ project teams in the preparation of external project audits, incl. preparing the ToR, pre-audit of project files and the delivery of high-quality audit file for the external auditor.
  • Advise and support (middle) management in the improvement of risk management based on audit findings.
  • Support responsible line managers and partners in defining follow up actions and monitoring of these actions.
  • Write concise and clear (audit) reports and memos in English and communicate the findings in a clear and easy to understand way to key stakeholders.
  • Support, advice, be a sparring partner for other quality management experts in fraud prevention, process design and training in Oxfam Novib’s policies, procedures and standards.

Knowledge and Experience

 

  • University degree (Bachelor/HBO or higher) in Accountancy, Economics, Business Management or another relevant field.
  • Minimum of 5 years of experience with audits in international settings, ideally in the development and humanitarian sector.
  • Knowledge of and insight in the internal control system, policies, procedures and processes of NGOs, of the risks and of the implementation in practice.
  • Knowledge of and experience with risk management are classified as essential.
  • Knowledge and experience with auditing against back donor requirements and reviewing expenses supporting documentation; ability to understand accounting entries.
  • Qualification of professional auditor (RA/CPA/FCA) is not required, but an added benefit.

 

Skills and Abilities

 

  • Skills in designing and facilitating adult learning and awareness raising in diverse cultural and organizational contexts are an added benefit.
  • Excellent interpersonal skills and ability to collaborate and form effective partnerships with internal and external stakeholders, demonstrating patience, tact, diplomacy and sensitivity to culturally diverse environments.
  • Fluency in English is required. Working knowledge of Dutch and/or French is an asset.
  • Strong commitment to Oxfam’s values.
  • Ability to understand accounting bookings.
  • Availability to travel at least 4 times a year for a period of 1 to 2 weeks.
  • Meticulous and attention to detail. Ability to work to deadlines, under pressure.
  • A high level of integrity.

 

What we Offer

 

For initial appointments, Oxfam Novib offers a contract of maximum one year (including a one-month probationary period) with possibility of extension. The position is based in The Hague, The Netherlands. Oxfam is committed to providing a fair and competitive pay and benefits package that is justifiable to our donors. This position is classified in scale 9. The gross salary range is between € 2.978 to € 4.582, on the basis of 36 hours per week. Benefits typically include annual pay increases, performance-related salary increases, holiday allowance, contributions to commuting costs, vacation days, parental, care and special leave, a private bicycle scheme, pension scheme, etc. Oxfam Novib offers a possibility of hybrid working, combining working from home with working from office.
