Finance Investments Officer

The Finance and Operations Department has the core responsibility to deliver on enabling operational services that help the organization achieve its impact goals and ensure that it fulfils its external regulatory requirements. The department consists of four functional units (ICT and Facilities; Integrity; HR, People and Culture; Finance, Quality and Control), one expertise unit (Project and Donor Compliance) and an Executing Affiliate (EA) unit where business support to our EA country offices are clustered. 

Together whit the Investments team, the department manages the Oxfam Novib investments and funds. Among others the:

Oxfam Novib Fund. ONF was established in 1998 to support high-potential, high-impact microfinance institutions worldwide. ONF seeks to support vulnerable people's recovery and resilience by providing finance to financial institutions to mitigate climate change-related risks, serving them with adapted products and services. The fund has a total size of EUR 44 mln. and is managed by our partner Triple Jump.

SME Investment Fund: a new initiative that will be launched at the beginning of 2023. The focus is on providing patient capital (EUR 20 mln.) for underserved impact-driven SME markets to enable inclusive growth and fair job creation with gender and climate mainstreaming in Kenya, Uganda, and Ethiopia.


Finance Quality and Control Unit (FQC).

The FQC unit consists of 15 people (including you) and works closely with many other colleagues and units in The Hague and with the Oxfam offices in the countries where our activities are implemented. The activities of the team focus on:

  • Planning and Control, Management Reporting and Annual Accounts.
  • Internal Auditing of concern processes and Country Offices.
  • Risk Analysis and Quality of processes.
  • Financial Administration 


In this role, you will liaise with external fund managers and support senior staff with the administration and treasury management of the Oxfam Investments and Funds (debt, mezzanine and equity investments).


Key responsibilities

  • Establish positive working relationships with external fund managers;
  • Reconcile the internal accounting records to those maintained by the  fund managers;
  • Monitor the activity of the various investments in our portfolio; ensuring that all investment income is correctly received and accounted for;
  • Support senior staff to ensure  control over the internal accounting records in relation to the investments;
  • Support senior staff  with organization’s treasury management while ensuring cash management of investments and funds;
  • Protect the interests of the organization and be prepared to challenge the information provided in general. Focus on equity valuations, write offs and provisioning;
  • Assist the Investments Manager in the improvement of current policies and procedures by challenging the current approach and identify new improved working practices;
  • Support the Investments Manager to produce summary reports from the data provided  by the fund managers;
  • Handling reversed KYC for requests, and providing support to the Risk and compliance team;
  • Support development of currency management process and reports on results.


Who are we looking for?

You have an entrepreneurial spirit & you are result oriented. You love to network, co-operate, be creative and are an expert in planning & organizing. If you have previous experience in private equity environment is appreciated.

Furthermore, you:

  • Have a Bachelor’s in Business/Finance,  AAT Qualified or equivalent financial qualification plus substantial experience of working in an accounting or investment environment.
  • Have at least 3 years hands-on experience of working in investments environment (PE/VC, corporate finance, microfinance).
  • Have excellent financial and analytical skills (desirable experience with valuations, hedging and financial modelling).
  • Can work in a flexible way and to handle multiple tasks simultaneously.
  • Have excellent (intercultural) communication skills; fluent in English, and preferably in Dutch.
  • Self-starter that can work independently and is eager to take the initiative.
  • Have a commitment to Oxfam's humanitarian principles and commitment to Oxfam's equal opportunity and gender policies and be able to work as part of a team to deliver collective goals.
  • You have a valid permit to reside and work in the Netherlands. Even if you work remotely.
